Prepare the batter by whisking together the egg white, flour, cornstarch, baking powder, ice-cold water, 1 tablespoon of oil, and a pinch of salt until smooth.
Coat the chicken pieces in the batter, stirring until evenly coated and let it sit for a few minutes.
Heat about two inches of oil in a wok or deep skillet over medium-high heat.
Add the coated chicken pieces to the hot oil in batches and fry until golden brown, about 5-6 minutes. Remove and drain on paper towels.
Stir-fry the minced garlic in the wok with 1 tablespoon of oil until fragrant, then add the fried chicken, sweet chili sauce, lime juice, and salt; stir well to coat.
Transfer the chicken to a serving plate, garnish with sesame seeds and chopped cilantro, and serve hot.
